Under the Odisha Right to Public Services Act, 2012, every deadline on this portal is a legal commitment. Missed deadlines can be escalated.
OUTR is legally required to deliver every service within the notified deadline. The timelines shown on each service card are statutory commitments under this Act — not estimates. If a deadline is missed, you have the right to escalate, and the responsible officer is held accountable.
Any student who has been enrolled at OUTR can apply. You need your university registration number to create an account. Alumni may also apply for document and verification services.
Each service has its own checklist — click a service card above to see the exact list. Generally you will need a scanned copy of your admit card, registration card, and a photo identity proof (Aadhaar / Voter ID). Scans should be PDF or JPG, max 300 KB each — compress the file first if it's larger.
Each service card shows the standard time limit (e.g., 7 days or 15 days). The clock starts once a verifier confirms your documents are complete (status "Received") — not from the moment you pay or submit. You can track real-time status from your dashboard.
The portal accepts UPI, net banking, and debit/credit cards through the integrated payment gateway. A payment receipt is generated immediately — save it for your records. No cash or demand draft is required.
You choose a delivery mode when applying: Online Copy (download from your dashboard), Collect (pick up from the OUTR counter), or Courier to your address (additional courier charges apply as shown on the service card). Once your application is approved, the document is available from your dashboard for Online Copy, or ready for collection/dispatch for the other two modes.
Yes, up until you submit it. After payment, you land on a "Complete Your Application" step where you can fill in details, upload documents, and change your mind entirely — a "Cancel Draft" option is available there too (your payment record is kept even if you cancel). Once you click Submit, the application moves to review and can no longer be edited directly — except that if a verifier flags a document as unclear or incorrect, you'll be able to re-upload just that document yourself. For anything else after submission, contact the OUTR examination section with your ticket number.
This usually resolves on its own — the portal periodically re-checks with the payment gateway for cases where the confirmation didn't come through right away, and updates your application automatically once it does. If it's still showing as pending after some time, contact the OUTR examination section with your ticket number and they'll look into it.
